regard to the danger to the lives and property of British subjects notwithstanding Mr. Pratt's opinion that the special circumstances at Hoihow are such that the foreign eommunity would be far worse off than at any Southern port. I felt in any case that the problem was one not so much of defence as of providing facilities for the provisioning of and communications with the boycotted British communities in the South - & problem which would have to be left to the discretion of the Commander-in-Chief and the Hongkong Authorities whom I felt would be both able and willing to deal with any situation which might arise as in the case of Swatow last summer.

I felt also that it might be as well, in order to ensure such co-operation as might be practicable amongst the foreign naval forces in the South, to approach my Japanese, United States and French Colleagues with a view to calling their attention to the situation and expressing the hope that there might be the closest possible co-operation between our respective naval forces if and when the occasion arose.
5. In view of the considerable American interests jon Hainan Island itself, it was thought that the American
Legation would not hesitate to promise a measure of 30-operation in regard to the protection of our joint Intereats in Xiungohow and the neighbourhood. It me not, however, until after the attack on the United States resbyterian Mission Hospital at Kuchek (see Mr. Pratt's jespa toh No. 6) during which the American flag was pulled down from the mast, torn to pisoss and trampled underfoot, the mission compound looted and several of the hospital
